Agreement between Sogin and JAPC on the decommissioning of graphite-moderated nuclear reactors

15 April 2026
This morning Sogin, the italian state-owned company responsible for the decommissioning of nuclear facilities and for the safe management of radioactive waste, and JAPC – Japan Atomic Power Company, signed a Memorandum of Understanding to launch a joint study on the methods for decommissioning graphite-moderated nuclear reactors.

The Memorandum comes up from the Japanese company’s intention to integrate the experience gained at the Tokai-1 reactor with the expertise developed by Sogin which, since its establishment, has been addressing the decommissioning of the graphite-moderated reactor of the Latina Nuclear Power Plant. This project is in fact internationally recognised as a reference case for the decommissioning of this specific type of nuclear installation.

This collaboration follows the agreement signed by Sogin on 27 January 2026 with GraphiCore, an Italian company specialised in the handling of irradiated graphite. The agreement aims at the development and testing of equipment for the extraction and handling of irradiated graphite from reactors, as well as joint participation in research programmes related to the decommissioning of graphite-moderated reactors.

Through these two agreements, Sogin strengthens its commitment to addressing the technical challenges associated with decommissioning through shared and cooperative approaches, and further confirms its role as an internationally recognised reference point in the management of irradiated graphite resulting from the dismantling of nuclear reactors.
